Sussex Healthcare, Orchard Lodge certainly proves the CQC inspection regime to be worse than useless.

CQC inspection report November 2016 Orchard Lodge Rated Good .
There are enough staff
Staff understood local Safeguarding proceedures
Staff spoke about what action they would take if they were concerned someone was at risk of abuse.

Just 8 Months later

CQC inspection Report July 2017 Inadequate
CQC inspect the home when told by the local authority that the home is NOT good. (A Catch-up after the harm is done inspection)
There are NOT enough Staff
Staff understand local safeguarding procedures but have NOT used them
Staff had concerns but had NOT taken their concerns externally

Looking at these two reports one thing is certain the CQC have No understanding what so ever about Whistle-blowing.
